The Caribbean area has every year the presence of at least one major hurricane. The housing infrastructure is the first and most important sheltering solution. The design of a low cost, secure and sustainable solution for hurricane disaster management is studied based on the materials, technologies and conditions of two of the most hurricane impacted countries in Caribbean: Cuba and Haití. The Project then comprises a Sheltered Room Design enveloped by ordinary rooms that can be constructed in growing phases according to the needs of the inhabitants. The houses are built using selected technologies that are suitable for disaster mitigation situation. It is proposed then to create a training site on an affected zone on Pinar del Rio, Cuba and a prototype urbanization of 50 houses in Gonaïves, Haiti. This can lead to the solution replication on the Caribbean area and the use in Hurricane Disaster Mitigation Plans.
